In a typical tender process there is a need for communication between the parties to the tender (tender bidders and evaluators). The communication must aid the goals of the tender without risking its objectivity and fairness. Sometimes emails, faxes or snail mail can achieve this. A 3rd party in between can help with fairness. A brief example
- Using the tender system an evaluator creates a new tender issue and completes the detail of a question. When satisfied with the draft question it is submitted for approval.
- The leader of the evaluator's team receives an email notifying of a new issue for approval. The leader clicks the link in the email and is then able to read the issue on the secure site. The leader approves or rejects the issue by clicking the approprate button.
- An approved issue advances to the final stage of approval where the co-ordinator makes probity checks.
- When approved by the co-ordinator the issue is sent to the bidder for an answer.

Successful Tender Evaluation
The Transport Ticketing Authority (TTA) completed a tender process and awarded a half billion dollar contract to an international consortium to provide a new smart card ticketing system for Victoria's public transport system.
During the evaluation process, which lasted 8 months, the system supported 60 users, who processed a total of 1750 tender issues.
